I highly recommend the HI-City Hostel. It is quiet, close to downtown, and very clean. The value is unbeatable. Also, the front staff were awesome. They helped us rent a car when there wasn't one to be found in the entire city.

A clean, safe location, within walking distance to everything downtown including Signal Hill. Busy place, well kept, good staff. Rooms at the front do get some street noise but that's typical city and not the hostel's fault. Spent 5 nights here, wouldn't hesitate to stay again.
