I would recomend the Magic Canillo, nice clean modern hotel with a great Bar and lovely (smallish) swimming pool etc. Rooms were clean and modern with free use of the safe. Stayed in February. Hired car in Girona and drove there. The road from girona to Andorra goes high through high mountain and is very bendy. No problem if not snowing but would be difficult in snow.
