We went to Harbin for the Ice and Snow Festival, 2013. Jingu is a nice hotel with all amenities on the Central street. Just a five minute walk from the Zhaolin Lantern park. Good clean non smoking room (and no stale cigarette smell!) room - free upgrade to junior suite, comfy bed and great central heating which in January is needed! Fantastic location for the Ice Festival, close to the river, Zhaolin Park and right on the main street Zhangyang Lu.
