This is a great place to see this end of the city. The arch is gorgeous in its design and getting up close and personal with the statues on the top is a great thing to do. Excellent.

I'm not sure why Rick Steves says not to bother going up here, but fortunately a friend who's vacationed in Lisbon 5 times told me otherwise. 3 euros seemed more than reasonable to me to go up to the top of the arch, where I got some of my best photos of Lisbon plus enjoyed

I was slightly apprehensive as although there’s a lift part of the way, in order to see the view you need to go up nearly 70 steps. I have a disability but I wanted to see the view. On the plus side there is an area to rest after the initial 25 steps. But it is a narrow
