We just happened to pass by here and see people looking thru the gates so we stopped too. Not sure if you can tour inside or anything but the police will keep you from getting to close to the outside.

This is the crown jewel of the Plaza de Armas and houses the Presidency and all key ministries. There is a daily changing of the guard with band, pomp and circumstances. Mid-day is the time to visit - foot traffic is fluid.
