Seaweed was bad the day we were there. In the afternoon, it cleared out and we had a nice day. We rented chairs and an umbrella. It was a relaxing afternoon lounging on the rocks in the water and talking.

There is a fee for vehicles and yes many people had dogs. Don’t forget beach shoes if you’re planning on getting in the water

I apologize I had not seen this. You can walk into the actual fort area and go up on the battlements.
