I visited this place on 14 Feb 2019, in the late afternoon.
It takes a little effort to located this place on Google Maps. If you're driving, do set your destination to the nearby Koyodai Horse Ranch, after which you just continue driving onto the dirt road up the hill. I drove up on a Toyota Aqua (2WD), and there's no snow on the dirt road during my visit. The drive up is about 10-15 mins.
I've read that some visitors also took the Retro Bus (departs from Kawaguchiko Station) and alight at a nearby bus-stop on the main road to hike up the same dirt road.
Upon reaching the summit of the hill (about 100 m elevation according to Google Maps), you can choose to view Mt Fuji from the free car-park, or you may wish to pay a small fee to enter the roof-top of the Resthouse. I chose to shoot Mt Fuji from the carpark during my visit.
I felt that this hill is worth the time only if you're driving, as it takes some effort to come to this place by public transport.

I read about Koyodai and decided to avoid the tourists and go there. From outside Kawaguchiko Station, I took a bus bound for Shinfuji. Just google "Shinfuji Kawaguchiko" and you will probably see the timetable for this bus in the first link. I took the 10:18 bus. The stop to get off is called "Koyodai Iriguchi" or "Koyodai Entrance". It's about half an hour away from Kawaguchiko. Once you get off, cross the road and take the side road which starts from the bus stand on that side. You will pass by a horse ranch (where you can actually hire a house for 10,000 yen to go up to Sankodai). Just carry on following the road up and about 45-60 minutes later, you should see a small fork - on the right the road continues upward, on the left are steps leading up. Doesn't matter which to take, they both lead to the same place but I took the steps. At the top of the steps, you see a building - that's the resthouse, more a small cafe though. Get into the building, and there are signs in English that you can go to the top of the building for 150 yen. Take it, it's worth every yen of it. I stayed up there for an entire hour. You will get to see Mt. Fuji, Saiko (West Lake) and mountain ranges in the distance. The cafe food were reasonably priced. Didnt try them though. I must also qualify that I was lucky when I was there - Mt Fuji was initially covered by clouds but within an hour the clouds cleared.
Once you are happy, head down and exit the building through the opposite door leading out to the road (not the steps). Go straight and you will see a fork - if you turn right, the road will lead you back down, and if you go straight, you will get to the Sankodai viewing deck. I continued onto Sankodai (and you can read my review there) which is about 15-20 minutes further up. After coming back from sankodai, I took the road back to the bus stop (better check the timetable!) and went back to Kawaguchiko.
Do note that if you go while raining, it is best not to use the steps leading to the cafe but instead take the road all the way as the steps were muddy and some parts were just plain muddy slope without steps when I was there (after a rain).
