It really depends on how much eating and shopping you want to do. There isn't a whole lot to see in Jiufen. If you're only talking about "Old Street", an hour should be enough. There is also a nice temple near the bus stop... More

It is up to you but I believe if you go up there, you will definitely love it! It was my 2nd time up there and we still love it.

Never taken a cab from there but you can easily take the train from main station to Rui Feng and then the shuttle bus from there. Takes maybe an hour and it's quite cheap.
