We were supposed to stay at the Hilton but due to the damage done by the hurricane we had to find an alternative hotel. We went for a walk to the lagoon and watched people enjoying themselves with paddle boards and kayaks

As long as you stay close into the beach no vest needed. Not sure about renting vest but as others have said, Life vest are given with all boat and board rentals.
