Undergoing some refurbishment at the moment this is a building very much of its time with perhaps too few examples which both remain and are treasured.

.....outside and inside! It's drab, dowdy exterior matches the interior unfortunately. It doesn't do much for a 'fine city's' appearance

Many Local Authorities build buildings as a monument to them selves.This building is stuck in the 1960. Average design, hell to contro; or even keep warm. Poor labour planning.
