Its not a parliament building but a court building. We were in Rennes on a Saturday and saw at least five weddings at the hotel de ville on the square.

While it is called the Parliament Building, it is actually the court of appeal. But, then, naming something that it isn’t, is typical for governments the world over. Nonetheless, it is building to see if only from the outside.

we could only see the outside in that it was closed to the public on this day. I believe it would be interesting to visit, but the exterior is really nice

This nice parliament is linked to the history of Brittany. After the big fire which destroyed it in 1994, it was rebuild and you can visit it. Highly recommended.

Tour only available in French, spend more time talking than showing the parliament. Very limited chess to various rooms, difficult to take pictures because the tour guide always in your way.

We visited with a group of French and English people. The tour was in both French and English and the guide explained very well. The rooms and the décor were amazing and very colourful. Well worth a visit.

Great for kids and adults, even in winter. Very well maintained park with an excellent play park for kids with wooden climbing frame and other apparatus. Very nice to walk around in all seasons.

This is a government (judicial) building and so you cannot tour its interiors unless you are on a guided tour (schedule and pay for that at the Rennes Tourism Office) and pass through an airport-style security scan. It's worth those hassles, trust me - pictures...More
