Seeing all of Mannheim and its surroundings from up above is definitely a nice expirience for locals, but I can't say if the view is similarly fascinating for tourists. The prices for the elevator and the cafe are pretty expensive.

if you are visiting Luisenpark, you can dpor off there to see the city from above, i didn't go to restaurant, just the observing deck, few people were there so i could just enjoy the view, green parks and the river

For 5 Euro you can enjoy the best views in Mannheim. It it's a 360 degree unblock view of both the downtown, Wein and Bergstraße. The lift takes a minute or two. On the floor one stairs up there is a revolving restaurant.
