we were staying just off this area and walks here every day and night there are a few small stalls there in the centre for jewelery etc loads of restaurants and some seats that the locals sit on in the evening

I certainly wouldn't plan a trip just to see this little square - there is so much more to see in cadiz than this. Any trip through the old town will pass through here. Do an organised walking tour - there are several available. We enjoyed the ' free' tour. Don't know how to get from dock to town sorry as we arrived by car.
