Busiest place we went (queued 35 mins at noon) but worth it - well-laid out walks through plantings of palms, cacti and other arid plants together with a number of water features.

We came earlier, as a group, and were pushed through. However, line did not look difficult. As you clearly know, most people schedule trips earlier in the day, and 4 pm sounds like a good trick. Good luck!
