I'm sure there will be rafting at anytime in Chiang Mai, it's just how strong the river flow will be. I noticed you are only there for a few days. The rafting trip we took was a full day commitment, but worth it, because we got to see some wilderness and greenery. I would recommend the company we went with. (Chiang Mai wasn't quite what I pictured in my head - so it helped to get out to the countryside for an opportunity to appreciate Thailand's beauty)

Boats can tip, we had 4 people on our boats and didn’t tip. No rapids above grade 3 unfortunately . If you ever want some really good grade 4&5 rapids definitely do rafting on the Nile in Uganda at Jinja or Zambesi from Zambian side of Vic falls
