This and a couple of other streets in this main tourist area are closed to traffic on a Friday, Saturday and Sunday evening and on those days it makes a pleasant area to visit by the river. Running from Truong Tien Bridge to Phu Xuan Bridge there are plenty of handicrafts, souvenir and food stalls and shops as others have mentioned. Compared to other walking streets in Asia it’s probably not one of the most impressive but does have the advantage of being close to the river and it’s a good spot to stop and watch the changing lights of the Thuong Tiên Bridge, which are good but again not in the same league as the ones in China across the Yangtze for example.
I found this a pleasant evening stroll but it’s not the longest street so will not tax you much. Fortunately I carried on up the riverside wooden boardwalk to the Phu Xuan Bridge, from where a concrete walkway takes you further along the Perfume River, past the very pleasant Le Loi Park, to the illuminated French war memorial. Of an evening you share the walk with several joggers and dog walkers and come across several groups doing evening exercise routines. Then the concrete area in front of the French War memorial seems to be an evening meeting place for the local youth to meet and play ball games.

This place is the place to walk and have some meals, coffee or just simply walk. Many cafes and restaurants offer many kind of dishes from many places. Many body and foot massage places too. However, it’s cool to see people and lights at night. Love to walk there when the weather is right.

There's some confusion between the Walking Street and the Hue night market. The Hue night market by the water is undergoing construction and the place is deserted and nothing to see.
The Hue walking street correctly marked along Vo Thi Sau and 2 other adjoining streets are fantastic to visit and the best thing in Hue at night. My kids loved visiting this markets where you could get Banh Mi (my wife reckons the best Banh Mi is on Chu Van An towards the Nguyen Thai Hoc intersection), Bbq meats and deserts in surrounding streets.
Make sure you time your visit from Friday to Sunday in Hue to take advantage of this night market. Otherwise you can only visit Hue Night Market and that just is not a night market at the moment.
There are also some kids activities like throwing darts at balloons to pop. 7 darts for 20,000 VND.

After dinner we intend to walk around Riverside and Walking street as happily unexpected place. Many activities have taken by local youngsters such as DACAU( group 2 -10 guys and girls play one ”trying pong” ( Cau in Vietnamese) I am not sure my pronounce lol. Other groups ten or more guys and girls sit as a circle to sing and play guitar with English and Viet songs, quite fun and warm ever in this ancient city. Especially, Trang Tien Bridge could be the highlight of our day.

Very friendly, pretty promenade along the side of the river. Pedestrian and so safe from traffic and the hustle and bustle. Bars and restaurants to eat and outdoor entertainment taking place most evenings or just sit and watch the boats or the changing colours on the bridge.

We were lucky enough to be staying here over the weekend (Fri, Sat Sun), when Hue closes three streets (in the tourist section) to vehicles/scooters, which is awesome, the peace and tranquility is a relative thing, as the vietnamese really know how to party (loud and lots of light), on the weekends, there are many bars and eateries to visit, however our go to place for dinner was Risotto (see review) one street back from walking street, (Nguyễn Công Trứ). Definitely worth a visit, if not just for a walk without the chaos of the local traffic.

Filled with people on the lookout for cheap booze.
Although it's not my kind of scene, it is nicer to walk on these roads than the roads full of loud and manic bikes.

For me, this walking street is bit too boring for me. Not many interesting shop. A lot of loud music pounding from bars/pubs, some drunken American guys in DRAG, and they are not even gay!

Closing the streets to traffic is a great idea. 3 city blocks are closed for pedestrian traffic only meaning you don’t have to be worried about scooters moving you down.

I’ve been to a number of walking streets in thailand and expected a similar thing! this was quite quiet compared to thailand and close to no food its was more like just a lively area during night rather than a proper walking street not worth travelling to but nice for a few beers if it’s close!
