Drive round it a taxi...look at it for 20 seconds... and then go somewhere else. Its a monument in the middle of a traffic roundabout..that's it

If you're in Phnom Penh, you're probably going to pass this once or twice. Take a walk by in the evening to grab a picture, they have it lit up very nicely. After walking by it, go to the park, great place to walk around.
