Yes, it is better than nothing but the traffic in this Bridge is worse specially in rush hours. But there are other alternatives like the 2nd Bridge & Ferries going to Mactan Island.

Before this was realized the people of Mactan crossed the channel by a ferry boat. The docking point is somewhere at Ouano wharf to Opon wharf.. I experienced this when we crossed the channel to Mactan island.
During the Mid-seventies the bridge was finished and made a convenient passage to and from Mactan airport. But now there is additional bridge the Hernan Bridge gave more convenient drive to the airport while the Mandaue-Mactan is more to the towns southwest of the island.

My last trip over this bridge saw a crawl of my taxi at about 15 kilometres an hour up the gradient due to heavy traffic.
This is not the best bridge to use to or from the airport: the 1999 built bridge (with Japanese assistance) is preferable.

Mandeau-Mactan Bridge was, until 1999, the only bridge connecting Cebu with its close off shore Mactan Island.
In 1999 in an attempt to ease peak hour traffic congestion, another bridge was built about two kilometers south. It is called Marcelo Fernan Bridge, after a Cebu City politician.
But it already obsolete in terms of ease of cross from the mainland to the island, and traffic snarls of one or two hours are not uncommon, particularly during morning and evening rush hours.
The best advice is if you are planning the crossing either way, is to do it from mid-morning to mid-afternoon.

There are 2 bridges connecting the Cebu City with the Mactan Island. This is not the one to the airport. On the Mactan Side of the bridge, under the bridge, you will find a nice park. If weather is good, I strongly recommend you to go to this park.

What an energetic walk over either of the two ( for now ) bridges which span between Mandaue & Mactan Islands

The bridge is obviously helping people of Cebu and Mactan but I believe Cebu needs more than that. Ferries are slower than cars but if you stay in traffic for long, ferries beat the cars for sure.
