Mount Rokko is close to the cities of Osaka and Kobe and to the hot springs of Arima Onsen. From the top of Mt. Rokko one has a panoramic view of Osaka Bay or the wonderful night view over the city of Kobe. In every season Mt. Rokko offers a spectacle of nature, along with places for dining and shopping.

Until 24th Nov. Mt. Rokko has special event after dark.
Firstly visit The music box museum, don’t forget reserve music box show from web. And buy a combination ticket with music box museum and botanical garden.
Just after dark take a walk to botanical garden.
Get the LED lantern to enjoy meets art festival while walking garden, your lantern is one of art.
Back your lantern same place and take a bus service to the garden terrace. At garden terrace Great views are welcome you.
One day ticket includes cable car and bus services is very convenient.

This mountain offers a view of downtown Kobe and Osaka Bay that is said to have a million-dollar (nowadays even said to be ten million-dollar) night view.
It's a long-standing date spot, but the facilities at the summit have been renovated and are now very stylish. The old athletic facilities have also been renovated and improved.
It's great fun to take a bus that passes through Hanshin Mikage Station or Hankyu Rokko Station to the base of the Rokko Mountain Cable Car, then ride the cable car up the mountain.
When the weather's nice, it's also nice to dress up in sporty clothing and walk either way, up or down.
From summer to autumn, they also hold an event called Meet Art, where you can come into contact with art, so it's fun to encounter art while walking through the mountains.

To put it bluntly, it's an "inconvenient" area. There are garden terraces, exhibition stands, museums and so on, but the only way to get between the various facilities is by shared bus, so it takes a long time to get around. The facilities themselves aren't all that surprising, and while they may be refreshing to those who live in the city, surrounded by a concrete jungle where you can't see the soil, for a country boy like me, they offer no freshness whatsoever. Conversely, the man-made nature and gardens hold no appeal. The only attraction was the good view of the city of Kobe below.

I was invited to go on a very, very exciting van trip to Mount Rokko and I was very happy until I saw all those bends along the mountain and became a bit scared. The road was gruelling so I held tight but at the end we arrived and every of us was simply blown away by the powerful view on the hill. From the top you can see anything and sunsets there are magic, here is proof if you don't believe me.

Several transfers on bus, train and tram. We went on a winter, too cold and windy to enjoy the place. Limited transport system to leave the area and you need to wait long for the bus to arrive. Good view of Kobe from the top though.

After hearing reviews from Trip advisor, I have also gotten myself this Rokko/Arima 1 day pass (2460 Yen) . As we are staying in Namba, we have gotten the Hanshin version. Decided to write this review to help others too. ^^

This pass is really worth getting! . Strongly recommended to get it. I bought my pass at Umeda Hanshin station.

What this pass covers :
1.) Hanshin Railway from Namba Station to Mikage Station.
Use the white color card to go in & out of Hanshin stations. Put the card into the ticketing machine & it will come out from the other side of the machine. Remember to take your card.
The pass covers hanshin line from namba to mikage station.

2.) Bus #16 to Rokko Cable Car station .
Use the white color card for the bus trip.
As we don't understand Japanese, we were initially quite worried that we wont' be able to locate where to board bus #16 . However surprisingly, it is very easy to find it. Once you get out of the station, there are stickers/signs on the floor where to board bus #16. It is at a bus interchange which is next to the train station.

3.) Rokko Cable Car up to the hill top
Show them your pass & you will be able to get on the cable car /tram up to the hill top

4.) shuttle bus & ropeway to arima onsen
The pass should cover these. However unfortunately for us,, it was foggy we couldn't see anything from the top.
Moreover the arima ropeway was closed. Hence we had to skip this & went to take train to arima onsen instead.

5.) Access to onsen - (Gin-no-yu or Kin-no-yu)
This pass also gives you free access to either Kinnoyu or Ginnoyu. This pass is really worth it! Just give them the green ticket to access to the onsen.

6.) Train access within kobe (e.g. arima onsen to kobe sannomiya/Rokko/Mikage)
This pass also covers the train transport within kobe. (Does not cover JR lines though) . Just use the white card to access to the train stations.

Tips :
1.) Print out pictures of the pass before you go there to purchase. Many of them don't understand English . easier to show them pictures of the pass you wish to buy, rather than to tell them. :)
2.) Check the weather forecast before you go up mt rokko. If it is a foggy/cloudy day, no point going up.

We went up solely for the snow park because our children wanted to play with snow. There was no real snow. But the snow machine churned out plenty of ice. Good enough for them to have some fun making small snowmen. We also tried snow sledding. Rented the sleds at 500yen each (must put a refundable deposit of 1000yen per sled). You can rent snow boots or ski equipment as well. There is a skiing and snowboarding area too. But do come in waterproof pants with fleece lining (we bought from uniqlo & Gu in osaka) so that you feel comfortable. There is no facility to dry yourself. So do bring along extra change of clothes just in case you get wet.

We stayed in Namba Osaka, thus decided to buy a Rokko/Arima 1 day pass (¥2460). The easiest way from Namba is to take Hanshin Railway to Kobe Mikage station (御影) , and follow via bus #16 to the cable car station. The strange thing is although the day pass covers from Namba to Mt Rokko area, its not available from Hanshin Namba station!
On the way to Mt Rokko, you can either go to Amagasaki (尼崎) or Mikage station, get the day pass from the Station office -- show them your train ticket from Namba, and the staff will refund you the ticket cost (¥330) !!!
I enjoy my trip to Mt Rokko very much, even though it was on a raining day ! We took the cable car to the hilltop, shuttle bus and suspended cable car to Arima Onsen station, all the costs are covered under the day pass. It's autumn season now and you get to enjoy the stunning view of yellow/red maple leaves in the valley from the suspended cable car.

Thereafter, we proceeded to Arima Onsen to enjoy a open-air onsen experience. We returned to Osaka via Sanomiya route from Arima station on the same day.

Firstly, get the Rokkosan Pass 1000Yen from either the airport information counter or the Kobe Sannomiya station ( not sold at the cable station!) Offers a lot of discounts especially if you want to do all the activities on the mountain.

With the Pass, just travel to any of the three 3 nearby train stations and take the city bus no. 16 ( 210yen or price included in Pass) which brings you to the funicular station.

The funicular has both an enclosed and open section but the views going up are the same. Once there, there is a red bus (260¥ or included in Pass) that shuttles you to the various museums and gardens.

One of the highlights is the ropeway to the Arima Onsen area ( not included in Pass) near the faux European village. Views are fantastic, especially if coming for the sunset. Climb the tower in the village for a beautiful vista of Kobe and Osaka on a clear night.

Highly recommended if you love skylines and sun sets!

Mount Rokko has some breathtaking views where you can see both Kobe Harbour and Osaka. On a clear day, you can see Osaka's tallest building, Abeno Harukas. I wasn't sure where to go to see the views, and a friendly bus driver asked me where I want to go. I said I wanted to get higher to see the views, and he told me to get on Bus #1 to the Garden Terrace. The Garden Terrace is within walking distance from the Arima gondola stop, whereas you'll have to take a bus from the cablecar station.

I left Rokko before sunset, but I think the night view would be breathtaking too. I went on a Friday, and there weren't too many people. I happened to bump into one local tour on the way up, but they disappeared on a tour bus after getting off the cablecar.

Overall, I would say it's not worth ¥1000 (round trip cablecar) and ¥520 (round trip to Garden Terrace) just to see the beautiful view. ***I found out after there's a Rokko tourist pass (¥1000) that includes all transportation to Mount Rokko.***

Unlike other mountaintop views (ex. HK's famous mountaintop view) where there's plenty of attractions/shopping/restaurants, Mount Rokko's attractions are fairly spread out and have entrance fees. The music box museum is ¥1030/adult. The botanical garden is ¥620. The observatory is ¥300. With the Rokko tourist pass you'd still have to pay entrance fees but at a discount price. With my itinerary, morning at Himeji Castle, Mount Rokko in the afternoon, and then Kobe at night, I didn't have time to visit the attractions. It also took about 1 hour to get from JR Himeji all the way up to Mount Rokko. So if you're only here for the view, I'm not sure if it's worth it. If you're here to spend a day visiting the museum or hiking, then it's worth the time and effort getting up here.

How I got there:
I took the JR train to JR Rokkomichi Station where you'll find Kobe City Bus #16. The last stop of #16 is Rokko Cablecar. The Cablecar will take you to the top of the mountain, where you can catch the Mount Rokko Buses, which will take you to the various other attractions.

Tip: Bring a light jacket because it gets rather chilly up there.
