Love observatories and this one was no different, but don't expect the Tokyo municipality experience. Views are limited by restaurants and offices, but you'll definitely get your share of this waterfront city surrounded by mountains. Very easily accessible and free.

Just next to Sannomiya Station in Kobe, directly south in a mostly office and work area is the Kobe City Hall, next to a similar but more smaller and wider municipal building. There are clear signs on the door and the floor near the elevator...More

Great view of both the mountains and the port, as well as downtown Kobe. 360 Viewing, as well as a small restaurant. Good for a short visit, and the free admission is a bonus.

Very nice for whoever enjoys panoramic views, you can understand how Kobé is encaged between the mountain and the ocean. Mountains are surrounding the city, just like in Rio de Janeiro.

Many cities charge to access observation decks. This was open for free and had toilet facilities - great for tourists. Kobe is not a massive city but it was great to be able to see the harbour, the nearby mountains and see which direction Osaka...More

The Kobe City Hall observation deck is free to the public. There is an English speaking guide to answer any questions you might have. They also suggest various sightseeing spots for visitors.

Nothing much but a nice view over Kobe, and a few restaurants. Something you can drop by if you're on the way.

If you are not planning to go to the kobe port tower, then maybe you can go to the observation deck for a quick visit (max 15min). It is not bad for a free observation deck. You get to see Kobe with the mountain view...More

Went up during the night. It's FREE! And you get 360 view of Kobe, the sea and the mountain. There are some introduction of Kobe and a few restaurants on the level. A must.
