It was pleasant to walk down South Congress around 10:30am on a Wednesday. Most shops don't open until 11am though. They are unique and fun to look around. There are several food options as well.

Reminds one of Bourbon Street in New Orleans. Funky bars and entertainment with people on street in costumes. Streets blocked off and/or well patrolled for safety purposes, but be on guard for pickpockets and scam artists.

I love South Congress Avenue. This feels like Austin. Fun, quirky and out of the ordinary stores. No large chains here. Nice restaurants and cafes too. I love the food truck court about half way down the avenue. A must see when in Austin.

Austin is known for its weirdness, but you sometimes feel uncomfortable on some of the streets if you are walking, be careful of all the homeless walking and sleeping on the sidewalks

Yes, most definitely the shops are open pretty much year-round except for Thanksgiving and Christmas.
