It is a viewing point of Yahata Steel Factory, an industrial heritage. The entrance is free, but a volunteer guide explains you the site kindly. The explanation is quite interesting, but unfortunately you cannot enter the premises of the factory.

I wasn't sure what to expect with this attraction: a viewing platform where you can look at an old industrial administration building, even a UNESCO World Heritage listed one, doesn't sound very exciting.
However, I was pleasantly surprised with what I found. The viewing platform is staffed by several guides, one of whom spoke excellent English and provided me with a good explanation of the history of the steelworks and the local area. I was also given a VR helmet, which displayed historic photos of the site, though the narration was only in Japanese.
It's a shame that you can't visit the actual heritage listed building, but this is a very successful substitute which deserves to be better known. Combined with the huge decommissioned blast furnace near the Spaceworld train station and the nearby museums, Yahata makes a good daytrip from nearby cities for people with an interest in industrial history.
