I went there at sunset and it was beautiful. I loved the architecture and was pleasantly surprised at the exhibits inside about the stars. Only downside was that it was really crowded and parking was a mess.

The area outside of Griffith observatory is open and freely accessible, but you will have to pay for parking.

There is not a closed off area to the outside, so you'll be fine to go at any time but just in case you wanted to know the hours they are: monday: closed, tueday-friday 12pm-10pm, saturday-sunday 10am-10pm I would also... More

I just called them for you and they said they will be open that Saturday and observe the holiday on Monday. (So closed on Monday)
