Shoreline park is one of the most beautiful anywhere. It sits on the bluff above the Pacific Ocean with a playground for small children, picnic tables for couples and families, steps to the beach and a look over the surfers on the Eastern bluff.
Gorgeous weather, a great bike path though a well maintained park along a beautiful beach. Spend time here and unwind. People watch, exercise or soak up the sun. A quintessential Santa Barbara experience
This is a public park. For the tourist, there is nothing to do but soak up some beautiful views, relax on the grass or a bench, and enjoy Santa Barbara with a ton of locals. Use it as a kickoff point for a walk to...More
This park is beautiful with lush, green grass, a view of the ocean and the mountains and even the channel islands on a clear day. There are bathrooms, picnic benches and a playground. Highly recommended!

Yes, there are a many places for just such an activity. Shoreline is a little louder and more of a picnic feel than other beach spots. So Shoreline is good if you want a place to BBQ and have a "party" kind of memorial service. If you want it more quiet and simply beach focused, the beaches a East Beach are wider longer, and easier to find privacy. If you want real seclusion (where I often see small private beach weddings the South end of Summerland Beach is really secluded and private, but harder to carry stuff down the hill. Lots of options.
I wish I knew the answer to that question. I have been there a few times and will go again as my family lives in that area I have always felt that it was just plain luck to see them but if I find out I will post it.
