Although the park is closed to vehicular traffic in winter, you can still get to a parking lot and walk into the park. The views of the river are spectacular, and it's a beautiful park. Worth checking out even in winter.

There is not bike trails at the park but there is a trail near the park to ride and you would be riding the bikes along the Mississippi River!! You can rent bikes and not exactly sure where but maybe at cat fish Charlie's???? More

Only in cars according to the Eagle Point Park website. There are many places for picnicking at Eagle Point Park. Go to city of Dubuque org - eagle point park
