The sound of the fountain drowns out the city noise and it is really relaxing to sit and rest here. Very interesting looking fountain too.

No really it's a cool place especially when it gets warm. Lots of locals relax there with a coffee or lunch when the weather permits. The design is beautiful allowing lots is places to relax and the sounds is soothing as the water spills over....More

I didn't realize they shut the water off in the winter. We got there in the afternoon and it was completely dry. That being said, it is still a sight to see. There isn't much to do except look at it and take some photos....More

This is an architectural landmark that anyone with an interest in architecture or urban design should visit. Best time is the spring to early autumn when the fountains are working.

It's a nice hang if you is walking around but I wouldn't go out my way to go there because there is not much to do.

It was drained when we came by and saw it due to the cold weather but it's a pretty neat design and I'm sure great in summer.

The park is in downtown Portland,I would be greatly surprised if it was an off leash park. As the park occupies the entire city block and half of that the fountain itself, I am going to answer in the negative. Sorry
