It's an open field, so possibly not. Best bet for that would be Lyman Run State Park in Galeton, PA

Hi, Is the Night Sky Viewing area ( opposite the Astronomy Observation Field) open 24 hours ? The milky way will appear in the sky around 4 am to dawn in April. Will I be able to go to the park at 4 am?

If you refer to the public field the answer is yes. We spent the whole night there in a sleeping bag with no problems.
