I love to come to sit here and look at the views of lower Manhattan. The Waterfront is beautiful. Many tourists like to enjoy watching New York harbor and the Brooklyn Bridge.

I would suggest taking a day to visit Brooklyn and walk along the outer neighborhoods. Whether this is Dumbo or Brooklyn Heights, the downtown views are amazing and you can capture some nice pictures of the Williamsburg and Brooklyn Bridge. I would recommend going in the warmer months as folks below have mentioned (May-September).

Visited the promenade as part of a walking tour. Great views of Manhattan. It wasn't very crowded because it was rather chilly that day, but well worth the visit.

The Brooklyn Heights Promenade has one of the best views you'll ever get of lower Manhattan. We visited on a chilly November day with lots of wind, and it was a little difficult to enjoy. Loved Brooklyn heights! Used the subway from Times Square. Had a lovely walk along the promenade, absolutely stunning views to Manhattan!! You could see all the helicopters going round the Statue of Liberty, river cruises, and of course the Manhattern sky line.
