This is one of my favorite places to go in Brooklyn AND for views of Lower Manhattan. It's a nice walk above the BQE, and the apartment buildings in the area are all really nice Brownstones.

The Brooklyn Heights Promenade offers a scenic walkway and provides ample opportunities for people watching. Veering off and strolling through Brooklyn Heights is recommended too.
