It was great to see the manta rays. The one disappointment was the number of people in the area and the divers seemed to attract the mantas to the lower depths, drawing away from the snorkel folks at the surface.

From my understanding you must be a certified diver but they do offer you the option of snorkeling the dive as well Hope this helps
