It is in very bad shape at the moment. Not at all advise to go to Northeast because of the ongoing agitation as even Gangtok has a large population of Gorkhas.

Just go to the tourism office in MG marg, gangtok.. there you could get the passes.... or you can contact your local driver he could help you with that. You need to submit the documents a day before from the date of travel...
