This viewpoint is just over 1 km from the center of Chachapoyas' plaza de Armas (elevation difference 90 m). If you follow Salamanca road towards the west you will eventually reach a staircase at the end of which turn right. Halfway the staircase there is the Well (Pozo) of Yanayacu.
The mirador is at a very small parque. Often some youths gather here at the end of the afternoon. Luya Urco provides the best view over Chachapoyas and the surrounding mountains. The Plaza de Armas with the cathedral is clearly visible.
Free admission. The area is safe. The whole route to Luya Urco is marked.
Other reviewers mix up this viewpoint with the one at Huancas over the Sonche canyon 10 km away.

Besides the information I got from the tour guide, I could see the nices valleys that surround Chachapoyas, and the guide can recommend nice snapshots to share with your friends.

Weather was cold and damp with occasional showers for a 1/2 day tour which, as it turned out, turned into a private tour as I was the only one with a guide, translator and driver. Seems it is not the tourist season. We visited two look-out points overlooking the Sonche & Huancas Canyons, the home and studio of an award winning master ceramic artist (age 72) in the village of Huanca, and walked the main street in Chachapoyas after I treated my guide and translator for some excellent coffee! I now understand why the people of this area were called the "Cloud People". Fortunately the clouds moved around a lot at the first look-out.

Mirador Luya Urco offers a spectacualar viewpoint with 20-30 minutes up hill walk from Chachapoyas.
This can also be walked to if you walk back from Huancas allowing you to drop down into Chachapoyas from Luya Urco.
Lots of interesting people live close to the Mirador - so you can stop and chat to them!

You can get a good view of Chachapoyas from here and it's free. Can be done in an interesting circuit from the Plaza de Armas along jr. Amazonasup then up the hill on the stairs, on the way back going down the hill using the other cute path towards the Yanayacu Well.

The view from Luya Urco over Chachapoyas is very nice, even more at sunset. You can just take a taxi, or walk up by yourself. Otherwise the stop at Luya Urco is included in any city tour.
