We winter in Panama City and end up visiting Casco Viejo weekly to take in the sights, visit the churches, have coffee and/or dinner. We see a lot of tourists walking with tour groups throughout, but consider also visiting on your own and explore the area. It's very safe there with police all over the area. There are numerous museums, churches, squares, and the old fortifications to visit and it shouldn't be rushed with a tour. Yes, the prices really reflet a tourists area, but the vibe of the town (similar to the New Orleans French Quarter) can be enjoyed without spending a lot of money. The museums are very inexpensive with some being free.
