I claimed my VAT at Galeries Lafayette and obtained cash from the machine. At the same time, I had provided my credit card number for guarantee purpose. The reason of that was in case Galeries Lafayette did not received my stamped form from the departure airport, Galeries Lafayette will debit the amount directly from my credit card. I went out of Europe via Heathrow Airport London and the officer-in-charge confirmed with me that she will be mailing the tax form with the custom stamp to Galeries Lafayette and she stamped the form in front of me. Why is it now my credit card had been debited for the same amount that I had entitled for the VAT claim? This seems like a tourist scam!!!
Occasionally, when leaving the European union from another country other than France, it takes a bit longer for us to receive your validated and stamped form by mail. Please be assured that once received, this charge will be reversed on your credit card. Did you add postage stamp to the envelop? My Galeries Lafayette envelope requires me to add the postage...the “stamp” at custom verifies the goods left the country
Did you take a photo of the stamped form after the officers at Heathrow stamped for you? If so, do email and question Galeries Lafayette. I can't advise much as well as I departed from Rome.

I believe you need to prove your spent to the customs authorities before you leave and you need a bill that proved you already paid the VAT.
In such a case, the custom officer will sign your form and you will get the transfer to your account from the bill issuing company.
