Yes, unfortunately it is allowed. We had a family below us that smoked on their balcony and the smoke traveled up to our floor. The balconies are enclosed by screens and management told us it is allowed but not in the rooms.
We stayed there from 1/9-1/16 and we were permitted to smoke on our balcony. I had this confirmed by 2 employees, who did warn us to make sure that the door stays shut so the smoke smell doesn't go into the unit. There were no ashtrays, though (we improvised).
There was also a smoking area with ashtray by the main pool.

This is a fully non-smoking resort, not voluntary, definitely non-smoking, not even an ashtray in sigh.
Get an answer from Silver Lake Resort staff and past guests.
