Casual, nobody dresses up in Portland.
We're from D.C., and found Portland to be a fun and quite informal foodie town. We wore decent casual attire and were just fine.
All of Portland's best restaurants are casual dress, with no jackets or other similar expectations. Only possible exception would be the very private Arlington Club.

Don't know what "dressy casual" means but I would say business casual. For men, that means not tie or jacket but collared shirt (no tees).
