Suidobashi is a relatively quiet area at night. I know there is a McDonalds that opens 24hours/day which is located next to the JR Suidobashi station, facing the Tokyo Dome direction.. There is also a Sukiya restaurant (beef rice bowl) right opposite the JR station's East exit.. Closer to the hotel you will find convenient stores where you can get lighter meals..
Not sure about limousine bus because I took the train, but if not mistaken the limousine bus only stops at major hotels, and in this case the closest would be the Tokyo Dome hotel. From there, it's a 5-10 minute walk to Tokyu Stay Suidobashi.
