Shuttle service available if you organise it with the staff. The roads were accessible by car. There is a shuttle pick up drop off area about a 2 min walk to get to all the parks. Not sure about the evergreen school specifically but we had no issues with transport. There is a couple of places to eat near by, a mini mart jut down the road but my biggest pro-tip, TAKE CASH there are hardly any ATMs in Hakuba.
