usually upon check in. The Sanjoukan has an exclusive onsen already for those staying in that section.

you can book on checking in and asking for availability. same for most ryokans with reservable private onsen

Sorry, I don't know the answer about day use but I f you go you may get want to know that our companions used the onsen in early afternoon and had it to themselves.
