its a big resort, from what I saw, I think not all the places will be accessible for wheelchairs.

The issue is not the waves. During low tide, the water is too shallow to swim in, If you try to walk farther on, you will go beyond the so-called breakwater, and this part is cordoned off by the resort as the danger point.
