We didn't travel by car, but there is parking nearby at City Hall. Used it many years ago, Then it was indoors, under the building. There are others, possibly could use the parking at the Frontenac, but that would undoubtedly cost double what they'd charge at City Hall. There is a website where you can look---just key in public parking in Quebec City.
