The shuttle leaves Cavalieri every hour on the half hour (8:30, 9:30, etc.,) but it stops running @ 12:30 pm and starts again at 3:30. It goes to the Piazza Barberini, which is walking distance to the Trevi Fountain, Spanish Steps and Colesseum. We took the shuttle and walked to all those places. Colesseum is a bit further but still manageable.
It takes about 20-30 minutes to get there so if picks up on top of every hour except for the 3 hour break.
If you would rather not walk, there are a lot of hop on and hop off shuttles at the Piazza and you can book a ticket to travel around to all the sites as well.
I wouldn't stay at the Waldorf again. Wasted a lot of money we could have spent closer to the sites and their customer service is terrible.
I'm not familiar with Rome's NYE fireworks, but this hotels location would be perfect for waht you're describing, very helpful staff. I'm sure they could seat you at the restaurant/ perhaps even from your rooms balcony.
We had a private car transport us from the airport to the hotel for $45.00, from the hotel to the port was $145.00. Very convenient and much quicker than going into town and taking a bus (provided by ship).
