Parking near old harbor port is located in "Talos Square". No parking is allowed inside the old town of chania . To see the old town there s no need to have a car it is a small city with narrow streets. However if you want to explore the outer city like halepa area or Akrotiri yes you will need a car as the local public transportation is pretty poor.
