We very much enjoyed our stay. The staff were very helpful and friendly. The breakfast was the usual Mercure standard and was excellent. The large room was very comfortable with a very sizeable bathroom with separate shower and bath.
The only criticisms are :
- the windows do not open
- the carpets should replaced
We could not work the AC and on mentioning it to the Reception staff they adjusted it to our required temperature from a central point.
If you are staying at the hotel in summer the bedrooms at the front of the hotel are cooler.
Overall we were very happy with the hotel and would definitely stay there again.

Les fênêtres sont fermées pour des raisons de sécurité comme dans beaucoup d'établissement et la climatisation peut se régler à la fois dans votre chambre et à la réception également pour éviter un trop grand écart de température avec l'extérieur. Nous serons heureux de vous revoir bientôt pour déguster notre merveilleux buffet petit déjeuner et profiter de notre spa. Très belle journée.

A very beautiful building , and beautiful typical regency french rooms. All air conditioned very quite cannot hear anyone walking on the carpets, and our room was in front of the lift. The staff were all very friendly and very helpful , escorting you towards toilets, Spa etc. The only downside to the hotel, is though it has a lovely breakfast in the morning, they do not do lunch time or evening meals.

Very nice welcome on arrival with a very efficient reception team. Rooms are Clean and functional and all seemed dressed in a historic style. Pool area as clean and great for a late afternoon chill session. Bar and other faculties (unfortunately no restaurant) were top drawer. Location is great for travellers who want to explore the area and all facilities are just a short walk.

Arrived in our room to find the toilet had not been cleaned before our arrival! Immediately advised man working on reception who then got very angry and shouted at me. I have never experienced such a poor reception to a hotel stay. It’s a shame as the hotel could be very nice but it’s needs to be thoroughly cleaned (room also very dusty and communal areas dirty, mould in bathroom). The angry little man needs some serious customer service training. I noticed on leaving other guests also complaining about the lack of cleaning.

Having previously stayed several times in a family room as a stop over in central France we felt secure in booking again. Big mistake this year we were allocated a family room up some windy parapet stairs . I usually do a quick corner check of mattresses to look for evidence of bed bugs, black marks staining etc never ever finding a problem in all the hotels we have stayed in . This time to my horror I found in one of the single mattresses a man made cut / hole which contained insect egg casings and many of them . The mattress itself was badly stained a red/ coppery colour. Either it had been treated and not disposed of or we could have had a very bad night of bites and contaminated luggage. The reception was helpful and moved us to the room we had previously which was perfectly clean. So a mixed bag of rooms . We will not be returning.

The Hotel de Paris is a lovely, recently restored old family hotel right in the centre of Moulins. Forget characterless chain hotels, go French and enjoy this place. Tragically the once great dining room (it even had a Michelin star) has been closed because the owner says he can't make it pay. Please visit this wonderful place and try and persuade him to re-open it! Bedrooms recently refurbished, ours was pretty small but spotless, beautifully decorated, mini bar, TV, lovely bathroom. The bed was the most comfortable of the holiday and the breakfast the best by far. The staff are enormously friendly and helpful, and the price is reasonable. I don't know why I wasn't able to find this hotel on Trip Advisor (thank goodness I did some research) but here is the URL of their website:

The hotel is nice but the front desk manager lacks integrity. I stayed here for several weeks but moved in the end as the manager is difficult to deal with and he increased several times the charge for my wife to stay well over the price quoted on their website. If you are lucky to get one of the renovated rooms they are very nice. However the un-renovated rooms are a different story.

We stopped at this hotel on our way to Strasbourg and were amazed by the nice rooms they had to offer. However, the next morning we were very disappointed by the hotel's breakfast and service. I have never seen a breakfast at a 4-star hotel with such a limited variety of food and such a low quality of service! When we arrived at the breakfast room, there was no set table available and no personnel around whatsoever. After a while, we managed to find someone who then set up a table for us. The breakfast buffet was very tiny and there were no plates available to take the food away, so we had to search for personnel another time as there was noone again. Omelettes and fried eggs would have to be paid extra, so we decided to eat boiled eggs which we had to boil ourselves. But - what surprise! - we didn't manage to do so as there was not enough water in the egg boiler. Even after 15 minutes of "boiling", the eggs were still raw.
When we wanted to checkout, there was noone at the reception. Some time after we rang the bell, the receptionist arrived but totally ignored us. Even though she saw us waiting there, she made a phone call instead (standing right in front of us). After she had finished her conversation, we "were allowed" to checkout.
Conclusion: Never again! This hotel doesn't deserve 4 stars and is much too expensive for the service it offers!

The Hotel de Paris has character alright, in a crumbling sort of way. But I cannot forget or forgive the smell of stale smoke in my room, horribly clothed with cheap air-freshener; and the bathroom smelled of drains! To be fair, I didn't complain, because I wasn't in the mood; but my advice to you is: stay at this charming and cheap hotel by all means, but INSIST ON A NON-SMOKING ROOM, and walk straight out if you don't get one. My room was noisy too - on the main street, and no such thing as double-glazing - remember, this place hasn't seen renovations since about 1960 - which has both advantages ("character") and disadvantages.

This has always been THE hotel in Moulins, with high ceilings, big rooms with ancient furniture, and many facilities. Note that part of the rooms are in the Annexe (no elevator), on the other side of the open-air parking lot. The latter is available for 8 euros (the next door public parking is much cheaper).
In the modern "Mercure" version though, comfort is not entirely at the expected level. Our bathroom was small and badly equipped: insufficient lighting, no place to put your things. A bad sign are the cheap ultrathin plastic cups, the same as in one or two-star hotels. Chairs and sofas have had their best days long ago. The breakfast room is cramped with angular modern furniture.
On the other hand, they still have the good old full size croissants - taste them before all French hotels switch to mini-rolls!
