In the 25+ years I've been going to the Rio Sands, I have never heard of the hotel offering beach firepits (other than the one's they have on the property near the pool and hot tub for stationary cooking as I mentioned in my review)
The hotel is about 100 feet walk down a small street to the beach (not facing it), the beach area also joins Seacliff State Park/Beach via a walking trail lined with group/small picnic areas and wooden stairs lead down to the beach.
There are usually a few fires already started on the beach at night and if you get there early enough you can probably find a used, cold, hollowed-out burnt out one ready to use.
I believe the fires at Rio Del Mar have a 10 pm curfew, all beaches and parks are different.
Sunset beach further south) is an all night beach I think but other beaches allow fires and can come with it different rules.
I hope you love your time there as much as much as I do.
