The staff was vey helpful and courteous. Their English was good as well. The rooms are quite outdated, but the hotel is clean and they have tried hard to make it lovely with what they have. Breakfast was huge as well.
Stayed at the Excel Palace for 4 nights of a month long stay in Yangon. So in an apples-to-apples comparison, it is close to 3 stars. . . but falls short in several ways. You be the judge:

the place is an old place, the first room was dirty, and the bath room was unclean.
Requested to shift to another room, also not clean. Will never stay there again. Will not recommend anyone else to stay there too.
