Taxi. If rush hour allow 2 hours just to get to the airport! Traffic late afternoon / early evening is horrendous! Assume the same for morning rush hour. But took only 20 mins from airport to hotel late evening when traffic was normal. I used 'Jim Cabs'. Highly recommend. Very efficient, reliable, friendly and good prices. Uber can be hit and miss and not sure if local regulation. Friend of mine used Uber to get to the airport and was dropped 5k from it as driver said authorities had banned them near the airport!
