I can confirm what others already stated: very nice personnel and service, good breakfast, perfect location and clean rooms - but very noisy and bad WiFi. We asked for a quiet room and received indeed one to the backyard/parking lot. Still isolation is so bad that I strongly recommend you bring ear plugs. Also WiFi is very bad in the rooms. Still, you get what you pay for as the prices are low for that location. We booked a better (and pricier) hotel for three nights before going to Colca Canyon, and only used the Conde de Lemos for a short night - in these circumstances it was absolutely fine.

This new design hotel is just in the middle of the center. Calle de Bolivar. Comfortable beds,good showers , colorful paintings and friendly staff. The breakfast is delicious: a selection of fruits, juices yogurt bread cakes and eggs. jazzy background music.

I have been to Arequipa, and this is the worst hotel. They canceled 3 of my rooms, 3 weeks before my trip, and there is no hotel available in Arequipa. They rented my rooms to another person for higher price and left me with a I am sorry message.

Hotel is perfectly located on a busy street close to the main plaza and all attractions & restaurants you could wish for. We were warmly welcomed by a friendly front desk and were able to change breakfast from the actual date to the day that we arrived (as we were leaving to Colca at 3am the next day). They even gave us our room super quickly! Unfortunately we did not get a good-night’s sleep in our room as we were constantly woken up to noises of heavy traffic, fireworks and partying from the street below (even though our room was facing the inner yard). Shower only gave us cold water but that is something you should be used to in Peru. Wifi did not work in room but in common spaces you could do some slow browsing.
