I booked at the Hospedaje Turistico Recoleta for a semi-private room for $17. It was about a mile walk to the central tourist area (Plaza de Armas) but was recommended on Hostelworld.com. Stayed here for a week in December and again in February. Some of the reception staff were friendly and helpful, rooms clean, breakfast sufficient. It was cold! and you had to pay $30 for a heater! overpriced. It advertises free internet but it is useless. The street it is in is smelly and dirty but it is only 3 blocks...

This place is a short walk up a rustic, cobbled street from the main square, with various other points of interest and restaurants close by. The courtyard is quaint, and the wifi decent (didn't work in the room though). I stayed 4 nights in total and enjoyed the quiet. No bar, so no noise from that. Just a quiet place to stay with good breakfast.
