The road 3199 from Arad to the western side of Massada is the shorter way to Massad and will take about 25 minutes - it is narrow, windy and not very forgiving but if you drive it carefully there is no reason why you should not use it.
3199 takes you to the car park on the Western side of Massada and the trail head of the Roman Ramp path which is the shorter and easier hike up to Massada and that takes about 20 minutes depending on your fitness level. It still involves a pretty steep ascent on a dirt path with lots of steps.
The museum, visitor's center and conveniency stores on the eastern side of Massada are not accessable from the summit unless you go down by foot or cable car but you can easily choose to take the cable car down and then back up to the top before walking back to your car at the trail head.
There is no easy way from the West to the East (or the other way) but that that crosses the summit of Massada. Although distances on the map may look small do not under estimate the distance and difficulty of any hikes in this region.
Depending on where you plan to go after your visit to Massada 3199 could be a good plan. If you are planning on heading to the Dead Sea, or via the Dead Sea, after your visit to Massada then 3199 is the poorer option.
