we walked - no big deal, though we didn't have our main luggage with us as it was only a one-night stay in Matsumoto. As others have suggested, a cab/taxi is easily found and cheap
The bus-station is next to the train station - about a Km or 1/2 mile away. The hotel staff are very good, and will be able to give more precise advice, I'm sure.
